The problem is that when the customer runs a cfgadm -al the output for the devices on CHA-1A show up as unconfigured failed. This is the output of cfgadm:

# cfgadm -al

I also had the customer run a cfgadm -c configure and it errored out with the following:

# cfgadm -c configure c14::500060e8027b2f00

cfgadm: insufficient condition

SOLUTION SUMMARY:

To check whether or not the problem was with the SE9960 or not I had the customer move the cabeling from switch1 to switch2. Much to my amazment the problem followed the array and not the switch. After looking at the configuration on the SE9960 I saw that the customer was using SANtinel for security purposes. I had the customer go into the LUN Security window and uncheck "Use Security" and it corrected the problem. The Lun Security window is found on the SVP by going to Install ->Change Configuration ->SCSI I/E Configuration ->SCSI PATH - LDEV Configuration -> Set SCSI Path Parameter - Fibre Channel -> LUN Security
