[rancid] RANCiD 3.12

RANCiD 3.12 is available at
ftp://ftp.shrubbery.net/pub/rancid/rancid-3.12.tar.gz

The primary purpose for this release is the last change in the change log
quoted below, which mostly affected users of older Linux distrubtions.

I expect the next release to be 4.0.  That release will require Python >=3.5.

Change log contents for 3.12:
        sros.pm: summarize flash free space

        junos.pm: ShowSystemLicense(): missing variable initialization

        exos.pm: ShowVersion(): improve parsing of h/w - James Andrewartha

        ios.pm: do not use perl /n regex modifier; it didnt appear until 5.22
        and is causing heartburn
