[rancid] CVS question

Scenario:
1 NOC is on the East Coast, and 1 NOC is on the West Coast,

Problem:
I wish to be able to break down my repository so that when it is viewed (via CVSWeb), The break out gives you both NOC's,, and each NOC broken into rows.

So my $List_Of_Groups= would be    "EastCoast WestCoast"

but how do i break each down to add rows? ie:
EastCoast => RowA
               => RowB

EastCoast => RowA
               => RowB

etc,,
