As it turned out, it was a problem with the version of Tcl. I uninstalled
everything, and re-installed, and now it works.

It looks like expect isn't seeing anything after the Escape
character line. From here that would seem to be a bug in your version
of expect, unless your telnet client is doing something super funky.
