That did it.  I wasn't doing the svn update in /var/rancid/cis, and the /cis had me thinking I had something misconfigured to look for /cis.

Your repo directory seems to be in a busted state ("svn: Directory '/cis' is out of date")...

Try this:
cd /var/rancid/cis/ && svn update

I believe it should work after that.
