[rancid] Problem installing on Ubuntu Server 12.04

Not to dissuade you from doing it the hard way, but you might find it
easier to install from APT.

12.04 (precise) has rancid 2.3.6, which I'm happy with. If you want 2.3.8,
you can probably install the package from quantal directly.
