[rancid] Rancid not sending svn e-mail diffs

Section 6 in the FAQ (https://shrubbery.net/rancid/FAQ) is a good place to
start. Email issues usually come down to configuration of your MTA. You
need to have the appropriate rancid-XXX aliases defined.
