You have not indicated what you want to send to telegram.  I presume that
you do not want to send diffs.  So, a report of what exactly?

I see there are a few email to telegram tools.  If the report is from
email, such as the rancid-group-admin reports, then this would be one
solution.  If you want some custom report, there is an a tool called
telegram-cli; whatever output could be piped to that.
