So, you can probably just send the rancid admin mail, either via procmail
or your MTA's alias, to email-to-telegram
(https://pypi.org/project/email-to-telegram/).  The example appears to
create a user whose mbox is used for delivery, then forwarded to telegram.

Presumbly this could easily be modified to just read stdin, if you prefer
that.
