[rancid] Script to check for `wr mem` on rancid config files

Just a quick note that we were looking for a quick script of "did someone
forget to wr mem" on IOS devices. My google-fu struck out.

Sharing a new script to do this:

It should be pretty flexible. Toss a github issue up if it doesn't work
right.
