tacacs is not radius, so "a radius testclient" will not work.  Another
user suggested adding one, but I've not gotten to it yet.

However, since you've enabled debugging and received nothing, i'd guess
that either:
1) your confusion about radius vs tacacs is also in your device config
2) your confusion about radius vs tacacs led you to allow udp rather than
   tcp or the wrong port through your pkt filters
