[tac_plus] accounting log timestamp

You need to configure your syslog server.

The client doesn't timestamp syslog entries, syslog does that. Check the
usual things - the machine clock is set to GMT, the timezone is correct.

You ought to find that all syslog entries are set to GMT, can you
confirm if that is the case?
