[tac_plus] Configuration error

That's a regular Unix error, not specific to tac_plus. It means the
tac_plus binary cannot find a shared library it needs.

Two primary reasons:

ldconfig was not run
a needed entry was not added to /etc/ld.so.conf

Google will reveal many sites explaining how to work with shared
libraries and the search paths for them.
