[tac_plus] do_auth ios-xr command authorization error for end-set

Hi,
i have configured an ASR for tacacs with do_auth, everything else seems to
be working fine, except i cannot use the end-set command for prefix-sets.
does anyone else have this issue, or any idea of a fix? . the user has been
given super-user access.
