[tac_plus] Logging/encryption patches sent last month

Looking at the tarball, I’m seeing a .spec file… but it doesn’t conform to some Fedora packaging requirements… like avoiding embedding files as here-documents in the .spec file.

Are there any objections to breaking those files out?
