[tac_plus] Revision control for tac_plus config file

We have 24 different tacacs config for different instances based on
different functionalities.

We are 13 of us managing these config files.

I like to add these change under revision control.

What would be recommended revision control software for this?

Some of the requirement for a Revision control software while editing a
tacacs config file in our environment:

- It can display active editor on a config file when requested

- It will notify about the active editor and prevent others from
simultaneous editing

- It will allow reverting a config file to a previous version when necessary

- It will have a clear log of who edited what and when (and why if
available)
