[tac_plus] TACACS plus setup

I'm hitting a bit of a snag setting this.  I can get it working with cleartext passwords but if I try to use /etc/passwd auth I'm not getting any authentication.
Logs are just showing failures.
Running this on FreeBSD 11 inside jails.
I have tried using a key and not using a key.
