[tac_plus] do_auth 2.0

I have updated do_auth for python3 and added support for slash notation via
netaddr.  do_auth is an after authentication script that allows a more
granular control of tacacs in a sort of role based way.

My sincere thanks to Heas for including it in tac_plus, Jathan (who dropped
off the face of the earth) for maintaining it for a while, and everybody
who has offered encouragement over the years.
