[tac_plus] IOS-XR extra \n

IOS-XR decided to send an extra \n in the most recent version when editing
prefix lists.  If anybody is interested, I've updated do_auth which, after
all these years, still appears to work well in extending the abilities of
tac_plus to provide granular tacacs control.  (And fixes for Cisco's
inability to standardize)  If you find it useful, drop me a line.
