[rancid] rancid -t cisco host works but rancid host does not.

Two things stand out to be checked in router.db:

1. If you are using rancid 2.x the device type is "cisco" and the field
separator is a colon ":"
2. If you are using rancid 3.x the device type is "cisco" and the field
separator is a semi-colon ";"
