[tac_plus] TACACS ACL help

I have a quick question.

We have a Windows 2003 Server box with the IP 10.1.10.10 running CiscoWorks.

We would like to allow that IP (10.1.10.10) to telnet in all of our routers
ONLY from that IP.

is this something with TACACS? How can I "only" allow the user "ciscoworks"
in tacacs to login our routers from the IP 10.1.10.10
