td_ta_setconcurrency() sets the desired concurrency level for the process identified by ta_p to level, just as if a thread within the process had called
thr_setconcurrency(). See thr_setconcurrency(3THR).

- An invalid internal process handle was passed in.

- There is a NULL external process handle associated with this internal
process handle. TD_NOCAPAB The client did not implement the ps_kill() routine in the imported interface. See ps_kill(3PROC).
